Sauna construction | Vannitoaremont 24

Vannitoaremont 24 builds saunas and steam rooms in Tallinn and Harju County: steam sauna, traditional sauna with electric heater, apartment sauna and sauna platforms, with waterproofing and ventilation, which can withstand high humidity and temperature. By the end of 2025, 131 saunas had been completed: 74 apartment saunas, 23 steam saunas and 34 private house saunas.

The air in the sauna is exchanged between the intake opening behind the heater and the extract ventilation opening located high on the opposite wall, because this is the only way fresh air reaches the whole room from the heater before escaping.

Sauna construction services

Sauna construction in apartment buildings and private houses consists of four jobs at Vannitoaremont 24: steam sauna and apartment sauna construction, electric heater installation and sauna bench construction.

  • An installer checks a sauna's lined wall with a spirit level. The steam room ceiling slopes so condensation runs toward the wall rather than dripping on anyone seated below.

    Steam sauna construction

The construction of a sauna differs from a normal sauna in that the entire room, including the ceiling, is covered with waterproofing, since the sauna operates at an air temperature of 45 degrees and full humidity, with condensate accumulating on every surface, not just on the floor.

Vannitoaremont 24 builds a sauna in an apartment where the owner wants a spa feeling without a wood-burning sauna.

  • An installer works by the open door of a freestanding wooden sauna. Before the heater is started, its stones are washed and loosely stacked by hand; 3,890 kilograms had been handled by the end of 2025.

    Installation of an electric heater

The installation of an electric heater requires the replacement of the stones remaining in the heater every 2 years and a safe 50-centimeter gap around the heater to the bench, which must not contain flammable material.

After installation, Vannitoaremont 24 shows the customer how to set up the heater control panel and at the same time explains when to check the stones and when to change them.

  • An installer adjusts a wooden sauna's door frame. Stainless steel screws fix the bench boards from below so seated users do not touch hot metal.

    Sauna bench construction

The construction of the sauna bench installs the sitting and lying platforms in two heights, the height of the lower platform is 45 centimetres and the upper one is 90 centimetres from the floor, because hot air accumulates at the top of the sauna and each added height noticeably adds heat.

Vannitoaremont 24 makes the sauna benches from aspen wood, which does not become brittle in hot humidity.

Sauna construction prices

The size of the sauna and the type of sauna count in the sauna price: a steam sauna costs more than a traditional sauna with an electric heater. The surveyor examines the room planned for the sauna and prepares a written quote without charging a fee.

ServicePrice
Construction of an apartment saunaalates 4470 €
Steam sauna constructionalates 5200 €
Electric heater installationalates 480 €
Construction of the sauna benchalates 640 €

What affects the price:

  • the size of the room and whether it is a sauna of an apartment or a private house
  • a steam bath or a traditional sauna with an electric heater
  • the power of the heater and the limitation of the apartment's electrical connection
  • the sauna is paid in three parts: 30 percent at the start, 50 percent after the installation of the sauna panelling and 20 percent upon handover
  • The cost of driving on each day of work of the Harju County sauna property is 0.92 euros per kilometer measured from the city centre office

How long does sauna construction take?

The construction of a normal, 3-square-meter sauna in an apartment takes 4 working days: the first day is the frame and insulation, the second is waterproofing and vapour barrier, the third is the installation of sauna panelling, and the fourth is the installation of the heater and stage.

We leave 50 centimetres of free space between the heater and the bench, 20 centimetres to the unprotected wall and 10 centimetres to the wall with a heat protection tile. There is 110 centimetres between the stones and the ceiling so that the heat does not accumulate near the flammable ceiling material.

In a sauna, the entire room is waterproofed, including the ceiling, as the 45-degree air with full humidity leaves condensation on every surface. In a traditional sauna, where the air is drier and the temperature reaches 90 degrees, a vapour barrier behind the walls and ceiling is sufficient, because the wooden lining breathes and moisture does not accumulate there in the same way.

Within the same working day, we will also respond to the sauna request, and the construction of the framework begins within 15 working days of the agreement. The drying times of Waterproofing apply in the sauna as in the bathroom, before the sauna panelling are installed. 10 saunas were completed in 2023, 11 in 2024 and 12 in 2025.

An installer fixes sauna wall lining with a cordless drill. Bench board edges are rounded to a 5-millimetre radius so they do not feel sharp.
A carpenter in light grey work clothes drills the upper sauna bench, with pale lining on the walls and ceiling, an electric heater on the floor and a round wall vent. The wall boards run vertically so condensation drains down their grooves.

Sauna with heat recovery in a Peetri terraced house

Owner: Urmas H., terraced house with heat recovery in Peetri. Location: near Peetri's former windmill, Peetri, Rae parish. Job number: 1587.

Site visit and ventilation check. Due to the heat recovery ventilation of the house, our surveyor planned to take the sauna extract ventilation out of the house with a separate pipe, not through the device's heat exchanger, and the quote included a 4-day schedule.

Framework, insulation and waterproofing. On the first day, the walls of the 3-square-meter sauna and the ceiling built to a height of 2.2 metres received a wooden frame and 50-millimeter stone wool. On the second day, the membrane was applied to the floor and the lower 30 centimetres of the walls, a foil vapour barrier with taped grout joints was attached to the insulation, and each wall was photographed separately.

sauna panelling. On the third day, a 15 mm long profile board with a 20 mm air gap was nailed to the rafters, the humidity of which had been reduced to 12 percent in the dryer.

Heater and handover. On the fourth day, the 4.5-kilowatt heater came 50 centimetres from the bench, the heights of the benches are 45 and 90 centimetres, and 110 centimetres remained between the stones and the ceiling.

Repair price: €4,506.80 including VAT: construction of an apartment sauna (a 3-square meter sauna in a terraced house) 1 × €4,470 = €4,470 and Peetri's repair day travel expenses for 4 days × €9.20 = €36.80. The power for the heater came from a line installed by the developer in the shield of the house.

Duration of repair: 4 working days in 2024, of which frame and insulation 1, waterproofing and vapour barrier 1, sauna panelling 1 and heater and benches 1 day.

Finished room: The extraction of the sauna is separate from the heat recovery device, and the 3 square meter sauna was heated to 80 degrees on the fourth business day.

How we work

From the site visit to the installation of the heater in three benches.

  1. 1. Site visit and ventilation check

At the property, we measure the space, check the presence of a ventilation channel and discuss whether you want a steam sauna, a traditional sauna with an electric heater or a smaller solution that fits into the apartment. Together with the quote, you receive a schedule where the frame, insulation, waterproofing, sauna panelling and heater have their own working days.

  2. 2. Frame, insulation and waterproofing

We will dismantle the old furnishings and materials of the room planned for the sauna, and the construction debris will go away in a construction-waste bag with a forklift truck. We install a vapour barrier between the insulation and behind it, which keeps moisture outside the insulation layer.

  3. 3. Panelling, heater and handover

The vapour barrier goes on top of the lining board, and in wet room-type rooms, the waterproofing also goes before the lining board. Before the sauna panelling, the membrane is photographed separately at each wall, and the customer receives the photos together with the warranty document. In the same warranty document, there is a 3-year warranty for the waterproofing.

Choosing a sauna and heater

The location of the room, the absence of a chimney in the apartment and the desired humidity level decide which solution is suitable.

Steam sauna or Traditional Sauna

A steam bath is suitable for an apartment where there is no chimney connection and where a lower temperature of 45 degrees with high humidity is desired. A traditional sauna with an electric heater reaches 90 degrees with lower humidity and is suitable for those who are used to the steamy feeling of a cottage or country home.

Electrical supply for an apartment sauna

An electric heater suitable for an apartment has a lower power, since the electrical connection of the apartment does not carry a large load like a detached house, and the heater for a 3-square-meter sauna is limited to 4.5 kilowatts.

Wood for sauna panelling

We choose aspen as the lining board, because it does not become clammy in hot humidity and is easier to touch than softwood. Alder is suitable for a lower, cooler front room, where direct heat does not come from the heater.

Frequently Asked Questions

How much clearance does a sauna heater need?

There are 50 centimetres between the heater and the bench, 20 centimetres between the heater and the unprotected wall, and 10 centimetres between the wall with the heat protection tile. There are 110 centimetres between the ceiling and the stones.

What is the difference between a steam sauna and a traditional sauna?

A steam sauna works with an air temperature of 45 degrees and full humidity, a traditional sauna with an electric heater reaches 90 degrees with much lower humidity. The sauna therefore needs complete waterproofing on the ceiling as well.

How does sauna ventilation work?

Fresh air enters from the opening behind the heater and moves through the room to the extract ventilation opening high up on the opposite wall. This direction ensures that the air reaches the entire room before exiting the heater.

How Long Does Sauna Construction Take?

The construction of a normal, 3-square-meter sauna in an apartment takes 4 working days, from the frame and insulation to the installation of the heater and stage. The schedule of the larger sauna of the private house also includes days for the construction of the outer shell.

How much does the construction of an apartment sauna cost?

The construction of an apartment sauna costs from 4,470 euros. The construction of a steam sauna, which requires more thorough waterproofing, costs from 5,200 euros.

Can the apartment fit a sauna without a separate chimney?

Yes, an electric heater does not require a chimney or smoke extract ventilation, only a standard electrical connection and a ventilation duct. Read more about the conditions that an apartment sauna needs on the apartment sauna construction page.

Which wood should I choose for sauna panelling?

Aspen is suitable for a lining board because it does not become brittle in hot humidity. Alder is suitable for a cooler front room, where there is no direct heat from the heater.

In which regions do you build saunas?

The area of sauna construction extends from Lasnamäe and Mustamäe panel apartments to Kalamaja and Kadriorg wooden houses and to private houses and apartments in Maardu, Viimsi, Saue, Keila and Rae parishes. By the end of 2025, 72 saunas have been built in Tallinn and 59 in Harju County.
